Brainstorm itself is simple enough- draw 3 cards, put 2 from your hand back (and then crack a fetch, obviously). One such time is against Brainstorm, Legacy’s favorite one mana draw spell. Flash also makes it a better answer, since it’s less-telegraphed as a stop to those spells (even if four open mana suggests something is amiss). Notion Thief has been played in more than 1690 decks in the last year and is a key card in more than 3 combos (you can check them in the Notion Thief combos section). Notion Thief doesn’t see a TON of play in Legacy, but it can be absolutely backbreaking if you time it right. Practically, the combo of NT+Wheel can come down as early as T3, with only 5 specific cards in hand, 2 of them being lands.

Notion Thief on the otherhand, is very, very good.
This alone gives it a niche in Legacy and Vintage, as a way to stymie the really potent degenerate draw spells. Consecrated Sphinx is a fair magic card, 6 mana 4/6 that wins you the game if it sticks. 272 listings on TCGplayer for Notion Thief - Magic: The Gathering - FlashIf an opponent would draw a card except the first one he or she draws in each of his or her draw steps, instead that player skips that draw and you draw a card.
The effect, though, is very potent against other decks that want to do obscene things with card-draw spells like Brainstorm and Sylvan Library. Notion Thief is, frankly, not hugely impressive, a 3/1 for 4 mana. Notion Thief: also known as Brainstorm’s worst enemy.
